I used to live and work in Philly in the 80's ... certain areas of Philly are way worse than any where in NYC.
It did get better from 1992-2001 - the time I was there due to gentrification...But only in pockets of the city, of course.I've heard East New York (Brooklyn) and Bed-Stuy are pretty bad but I'm not about to do any personal empirical research!
